How to heartbreak proof your data: The basics of backup.

 

Why should you back up?



You have valuable material on your computer. Pictures and videos, email addresses and phone numbers, bank account information, and silly sentimental things. And they all live on your hard drive.

It’s convenient, but it also exposes a lot of important things to loss in the same accident. This is why you should back up your hard drive.

Can data be recovered from a failed hard drive?



If you don’t back up your hard drive and something happens, you might still be able to salvage some of your files. But it’s not easy, it’s not cheap, and it’s not guaranteed.

You’re far better off having a backup system. That way, instead losing all of your photos, music, videos, and files, you only lose a hard drive. And that’s something that’s much easier to replace.

How likely are you ever to lose any data?



According to various studies, 6% of computer users lose some of their data in any given year. That’s one out of every seventeen computers. Which seems fine . . . until that one computer is your computer.

But there’s one more statistic that works against the average computer user. Nearly half of them never make backups. Never.

There are no guarantees in life. But you can certainly beat the odds with just a bit of knowledge and the right product or plan.

What are your backup options?



There are four basic approaches to backing up your data:

  1. CD/DVD
    Simply copy your important files onto CDs or DVDs. This is an inexpensive method at first, but if you back up as frequently as you should, you begin to accumulate a lot of old discs with old data. Plus you have to take the time to create and burn these discs, then sort through them to find the file you might be looking for.
  2. USB sticks
    Just copy your files onto a series of USB sticks or “flash drives.” This is easier than burning CDs and DVDs, plus you can carry your backup with you. But these tiny drives don’t have the capacity for a full backup, so you’ll have to use a few of them. And they’re as easy to lose as they are to use.
  3. Online backup
    Pay a backup service, install their software, and let your computer back itself up automatically over the Internet. This is an easy “set it and forget it” backup method, and it puts your backup offsite which saves you from having to make a backup of your backup. But there are yearly fees and the backups could slow down other tasks you want to perform over your Internet connection.
  4. External hard drive
    Hook up an external hard drive—like a Seagate FreeAgent® drive—to your computer and simply drag your files to the drive to back them up. A drive like Seagate Replica will automatically and continuously backup your entire system for you. And a system like Seagate Central Axis can serve as a backup for every computer on your network.


Does a RAID configuration mean you don’t have to backup?



RAID (specifically RAID 1) is a method of using two internal hard drives that mirror one another. So, in theory, if one of them fails the other keeps going.

We say in theory, because RAID has been known to react differently in real life than it does on paper. There have been reliability issues with RAID configurations—failures, data corruption, etc. And with both drives in the same location, whatever might corrupt one drive could easily get both—a power surge, fire, or flood.

So, in our opinion, using RAID is not a substitute for performing regular backups to an external drive.


What are conditions of EL encashment along with LTC?


Some queries received regarding Leave Travel concession Advance, EL Encashment, Home town Declaration etc.



1. What are EL Encashment conditions for LTC ?

  1. A Maximum of 10 Days EL can be encashed with each LTC .
  2. 60 days EL can be encashed in the entire Service.
  3. EL encashment has to be taken before the travel of the journey.
  4. 10 Days EL can be enchased, If the duration of the Journey is less than 10 days also.
  5. If EL is encashed for LTC, then there will be No change in the number of ELs which can be encashed after retirement.
  6. If both Wife and Husband are central government employees, then only one can avail EL encashment while availing LTC and
  7. For entire service, both Husband and Wife can avail 60 days EL each.

2. Can an Employee change his Home Town more than once ?

  1. If an Employee has given the declaration of Home Town, and his higher authority has approved it , then that Home Town can not be changed.
  2. But in some special cases, the Higher Authority can allow the employee to change his home town, but he has to give the declaration that for the entire service, he will not apply for the change of Home Town again.

3. What are the conditions for Home Town Declaration ?

  1. By the term home town means, the place where an employee / official has to go occasionally for discharging / carrying out his family as well as social responsibilities.
  2. Generally a Home Town means the birth place of the employee.
  3. Higher authority has the power to decide the home town of an employee.

 4. If both wife and husband are govt employees, can they avail LTC separately ?

  1. Both wife and husband got the option to give declaration of Home Town separately.
  2. If husband has given wife as a family member, then wife cannot take LTC her own.

5. What are the conditions for LTC for Freshly recruited Employees ?

  1. Minimum 1 year continuous service required.
  2. One All India LTC and 3 Home Town LTC instead of 1 Home Town LTC .
  3. This is valid for First two block years.

6. What are the conditons for availing advance for LTC ?
 
  1. Maximum 90 % of the fare.
  2. Admissible for both outward and inward journey.
  3. Employee should furnish Railway tickets / PNR nos with in 10 days of drawal of advance.
  4. Can be drawn Separately for self and family.
  5. When advance is taken claim should be submitted with in three months from the date of journey.
  6. When advance is not taken the claim should be submitted with in six months from the date of journey.

          Consequent upon grant of another installment of dearness allowance with effect from 01st JANUARY, 2012 to Central Government Employees, vide Government of India, Ministry of Finance, Department of Expenditure O.M. No.1(1)/2012-EII(B), dated 3RD APRIL,,2011,duly endorsed vide this Department's letter no.8-1/2012-PAP Dated 3.4.12, the Gramin Dak Sevaks (GDS), have also become entitled to the payment of dearness allowance on basic TRCA at the revised rate with effect from 01-01-2012. It has, therefore, been decided that the dearness allowance payable to the Gramin Dak Sevaks shall be enhanced from the existing rate of 58% to 65% on the basic Time Related Continuity Allowance, with effect from 1st  JANUARY, 2012.

2.         The additional installment of dearness allowance payable under this order, shall be paid in cash to all Gramin Dak Sevaks. The payment of arrears of dearness allowance for the month of JANUARY to MARCH, 2012, shall not be made before the date of disbursement of TRCA of March, 2012.

3.         The expenditure on this account will be debited to the Sub Head 'Salaries' under the relevant head and should be met from the sanctioned grant.

POSTAL DEPARTMENT PLANS 1000 ATMS IN 6 STATES

The Department of Post (DoP) is on a technology upgrade drive. The department plans to set up 1,000 automated teller machines (ATMs) across six states —Assam, Uttar Pradesh, Rajasthan, Maharashtra, Karnataka and Tamil Nadu — as part of its ongoing modernisation drive, said Manjula Parasher, secretary, posts.
“We will start execution of our modern technology programme across six circles by the end of this year,” said Parasher. “This will help in people getting core banking facility etc. We plan to have 1,000 ATMs in a phased manner. The process for this will start by the year-end.”

The DoP has selected five major technology companies for five of its technology advancement projects.It has issued a Letter of Intent to Infosys for two projects including rural system and financial services integration; Tata Consultancy Services for change management; Sify for network integration and Reliance Communications Infrastructure for data centre.
The department plans to start execution of some of these projects by end of this year across six states on a pilot basis.It has already received approval for Rs 1,877 crore to be spent across these projects over a period of two years and will seek additional funds when the need arises.Funds of Rs 1,877 crore have been approved,” said Parasher. “We will go ahead with that. We may need more money because implementation in some of the cases may last over six-nine years.”The department will computerise all of its 1.6 lakh post officesacross the country by 2013 with over 24,000 department post offices already computerised by March.

With an aim of providing better services to the people, the DoP has decided to computerise at least 250 post offices in Jammu and Kashmir during the current year. “During this year, the department has taken the ambitious plan of computerising 250 post offices and modernising them to make them relevant,” said John Samuel, chief postmaster general, J&K Circle. Subject: Payment of Dearness Allowance to Central Government employees – Revised Rates effective from 1.1.2012.
The undersigned is directed to refer to this Ministry’s Office Memorandum No. 1 (14)/2011-E-II(B) dated 3rd October, 2011 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 58% to 65% with effect from 1st January, 2012.
2. The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M. No. 1 (3)/2008-E-II(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.
3. The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.
4. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.
5. In so far as the persons serving In the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the comptroller and Auditor General of India.

Subject: - Payment of arrears to Post-2006 retirees on account of pension/Family Pension/Gratuity and Leave Encashment.


   In continuation to this Department’s O.M. No. Fin(Pen)A(3)-1/09-Part - I dated 14th February, 2012 on the subject cited above, the undersigned is directed to say that the Governor, Himachal Pradesh, is pleased to order the payment of entire balance amount of arrears (25%) of each element of pension / family pension / gratuity and leave encashment during the month of April, 2012.


   2. All the Drawing and Disbursing Officers of the Govt. Departments and Pension disbursing Authorities will ensure that the extra amount, if any, in terms of this Department O.M. of even No. dated 29.3.2010 and 2.11.2010 is adjusted from the arrears of respective elements and only balance amount may be paid to the Post-2006 Pensioners/ Family Pensioners and in no case extra amount, if recoverable, should remain unrecovered.


   It shall be the responsibility of Drawing and Disbursing Officers/ Pension Disbursing Authorities including Public Sector Banks that balance arrears of each element of pension/family pension/gratuity and leave encashment as stated in para -1 above, is drawn and disbursed to the pensioners/family pensioners during the month of April 2012.

Refresh Ruling Knowledge

1.      Whether Dies non, EXOL without MC etc will cause postponement of increment which was available earlier?

Ø  As per the R. P. Rules 2008, the date of increment will be 1st July every year for all employees. If an employee has completed six months or more after his last increment in July, he is entitled for next annual increment. As such there is no effect for Dies non, EXOL without MC etc up to six months in one year starting from July to June next year.

2.      Whether the current pay bands remove the stagnation? Or is there any provision of stagnation increments etc?

Ø  There will be no stagnation as per the revised rules. If an employee reaches maximum of his pay band, after one year he will be placed in the next pay band providing him one increment. Thus he will move up to pay band 4 and there is no chance of stagnation.


3.      Suppose, an official availed EOL (Without MC) for more than six months and he is not having six months qualifying service as on 1st July what will be the fate of his increment?

Ø  No. He will not be drawn the increment. If qualifying service is less than six months from 1st July of the previous year till 30th June of the year the date of increment shall be postponed to 1st July of the next year.

4.      An official is ordered to officiate in higher Post first for 10 days and subsequently extended for another 10 days. Whether he is entitled for higher officiating pay?

Ø  Yes. An official officiating in higher post for less than 14 days, he is not entitled for higher pay. However, even if the first spell is less than 14 days but subsequently extended, the official officiating in the higher post is entitled for higher pay as per the Directorate letter No. 9-25/82-SPG/SPB II dt. 29.05.86.

5.      What is the maximum amount of salary that can be attached?

Ø  (i) In case of decree for maintenance: (Gross emoluments – allowances exempted) X 2/3
(ii)   In case of other decrees: (Gross emoluments – allowances exempted – Rs.1000/-) X 1/3
(Rules 74 of CGA (R & P) Rules 1983)

Ram Navami, also referred to as Ram Nomi is the birth-day of Lord Shri Ram. Presently in 2012, Ram Navami will be celebrated on April 1st. It is the 9th day of the Hindu calender and coincides with the last day of Navaratri. Ram Navami is celebrated with great enthusiasm all over India and by Hindus around the world, but is more popular in northern parts of India.


Shri Ram is one of the most popular figures and deities in the Hinduism religion, specifically Vaishnavism and Vaishnava religious scriptures in South and Southeast Asia.


In Ayodhya, the Indian city believed to be the birthplace of Lord Ram, he is worshipped as an infant or Ram Lalla. Most of the details of Ram’s life come from the Ramayana, one of the two great epics of ancient India. Born as the eldest son of Kausalya and Dasharatha, king of Ayodhya, Shri Ram is referred to within Hinduism as Maryada Purushottama, literally the Perfect Man or Lord of Self-Control or Lord of Virtue.


The day begins with the prayers dedictated to Sun. It is celebrated with the procession of Ram Nomi, in which people are dressed as Lord Shri Ram, Sita, Laxman and Shri Hanuman whereas others follow them dressed like Ram’s soldiers. Lord Ram is seventh incarnation of Vishnu bhagwan and is known as the God of peace and prosperity.
